I considered that possibility (would explain the confused webpage as well), and for either stage we did have the post-midnight listing, which we've always had "included", but as stage 2 is low priority compared it then surely wouldn't have qualified taking such a mad late action.
Unless our municipality were confused by mixed info as well... :-/
Either way, all I can say is BAH! for the usual wide lack of basic effort in some organisations these days!

Chaos continues to reign in Jo'burg with our LS - now duration ranges from 2.5 to over 4 hours, start and end times fluctuate and don't always stick properly to the time slot, and last night they started shedding after midnight!! Are they mad?! Who knows how many alarms went off and alarm clocks didn't!!
And today, we've got conflicting info on the same municipal page...
