Because it is a device that make use of spectrum under the administration of ICASA in SA.  It does not have anything to do with full adherence to international standards.  It must meet the the criteria for interference mitigation as it has the potential for interfering with other systems sharing the bands in use.

Why an ICASA approval label on SLNB's?

Saw this sticker on a LMX500.

I'm surprised for two reasons - never seen them do that with any h/w before, and as MC don't stick to all international standards for Unicable it hardly seems appropriate in the wider satellite-services arena of choices... am I missing something?
